EMIP ENVIRONMENTAL PROJECT SPECIALIST

$6,699-$10,000 per month, salary commensurate w/ training and experience

 

Exempt, non-civil service appointment. The purpose of the Environmental Management Infrastructure Project (EMIP) is to support the implementation and impact of U.S. Environmental Protection Agency (EPA) grant awards and ensure capacity to implement environmental recovery projects after disasters and emergencies, to protect Hawaii’s water, land, and air, mitigating their impact on public health.

 

The primary purpose of Environmental Project Specialist is to develop, coordinate, implement, manage and evaluate programs addressing emerging contaminants in drinking water, including the coordination of related work to maximize impact and efficacy under the One Water strategy and addressing environmental public health needs.  

 

This position develops, plans, coordinate and evaluates projects workplans, etc. to meet programmatic goals and objectives. Monitors and prepares legislation, drafts and coordinates and may present testimony relating to emerging contaminants in drinking water, ground water, water reuse and related topics.

 

 

Minimum Qualification(s)

 

EDUCATION: Graduation from an accredited college or university with a bachelor’s degree.  

 

EXPERIENCE: Four and a half (4.5) years of progressively responsible professional work experience planning, directing, managing monitoring and evaluating projects. Such experience must include determining project goals, scope, deliverables, timelines, costs and resources, leading project teams; administering budgets and contracts; tracking project progress to ensure that milestones are met on time and within budget; documenting project progress; and identifying metrics for project evaluation.

 

Preferred experience: Two (2) years of progressively responsible work experience working with syst4ems or business process improvement, quality assurance, quality control, project engineering, construction management, and/or program development, implementation or evaluation, which may have been earned concurrently with the required specialized experience.

 

Substitutions Allowed:

a.     Possession of a master's degree in engineering, biological or physical science, public administration, environmental and/or public health from an accredited college or university may be substituted for one (1) year of the specialized experience requirement.

b.     Possession of a doctorate degree from an accredited college or university in the above fields or in law, may be substituted for two (2) years of specialized experience.

 

LICENSE:  Possession of a valid State of Hawaii Driver’s License is preferred.

This position is eligible for a hybrid telework work schedule after completion of six months of credible service and upon approval by the supervisor.

 

This position is exempt from civil service and considered temporary in nature.
