Hawaii State Hospital Administrator

Salary commensurate with qualifications and experience

 

Exempt, temporary, full-time non-civil service appointment. This position serves as the Administrator of the Hawaii State Hospital (HSH) and is responsible for the effective and efficient administration and coordination of all aspects of HSH operations, and for ensuring the development, implementation, coordination, and maintenance of all aspects of the HSH's treatment, rehabilitation and discharge programming, services and activities consistent with all goals and objectives, policies, and procedures, directives, standards and "Best Practice/Evidence-Based Practice" established and/or implemented by the HSH and Adult Mental Health Division (AMHD).

 

 

Minimum Qualifications

 

EDUCATION:  Successful completion of one of the following courses of study in an accredited college or university:  1) Psychiatry – Possession of a M.D. or D.O. degree or equivalent and completion of accredited psychiatric residency required.  Graduate from an approved medical school in the United States or Canada or graduate from a foreign medical school and certification by the Educational Council of Foreign Medical Graduates (ECFMG).  Completion of one year of approved internship and four years of psychiatric residency training.  Board certification from the American Board of Psychiatry and Neurology;  2)  Psychology – Possession of a Doctoral degree in clinical psychology which included an internship in clinical psychology;  3)  Nursing – Possession of a Master’s degree in nursing;  4)  Social Work – Possession of a Master’s degree in social work; or 5)  The successful completion of all requirements leading to a Master’s degree or doctorate in any one of the following courses of study from an accredited university or college; hospital administration, public administration, public health administration.  However, all of these disciplines must have had courses on the graduate level in the management, planning and evaluation of human services.

 

GENERAL EXPERIENCE:  Experience which involved active participation in and major responsibility for the development, management, execution, and coordination of programs and/or activities of a program providing an array of mental health services.

 

SPECIALIZED EXPERIENCE:  No less than three and one-half (3-1/2) years administration experience in the public mental health system concerned with the development, implementation and coordination of the promotion, protection, preservation, care, treatment, rehabilitation and improvement of mental health services and supports.  Such experience should have been involved in planning, organizing, directing, and coordinating treatment and rehabilitation activities.  The work should show responsibility for all aspects of the operation, for the application and implementation of policies, and for liaison among the governing authority of the hospital, the medical staff, and the department of the hospital.  The experience should demonstrate that the applicant has knowledge of administration, organization and management practices as these relate to public mental health services.  Applicant should be familiar with and able to supervise the production of high quality documents and quantitative analyses of hospital performance, such as would be suitable for distribution to public media, the Legislature, and other entities.

 

SUPERVISORY EXPERIENCE:  A minimum of five (5) years of supervisory experience in a healthcare program setting, including performance evaluation and labor relations. 

 

LICENSE:  A. This position must be licensed in accordance with Hawaii Revised Statutes as applicable to the discipline of the incumbent.  B.  Valid Type 3 Driver’s License.
