HMRFS FISHING SURVEY WORKER I – ID# 224740.

Regular, Part-Time (50% FTE), RCUH Non-Civil Service position with the Department of Land and Natural Resources (DLNR), Division of Aquatic Resources (DAR), located in Honolulu, Hawai‘i.Telework (from employee’s residence city and state) may be permissible subject to review and approval by Principal Investigator and RCUH.Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

 

HOURLY RATE:  $18.28/Hr. 

 

DUTIES:  Counts fishers and conducts interviews with shoreline and private boat fishers regarding their catch and fishing effort. Interviews include species identification, catch disposition, and measurement of lengths and weights. Drives to conduct field surveys.  Plans monthly survey schedules on assigned island and coordinates schedules with other surveyors. Monitors and documents changes to survey sites, fishing pressures according to seasons, use, and any regulatory changes. Identifies and documents new fishing sites. Submits prompt electronic weekly activity reports and sends bimonthly written field surveys. Acts as a liaison from the Division of Aquatic Resources (DAR) to the public. This is a progression job beginning with an entry level (Level I). It will assume the employee to start at Level I (unless justified and qualified to start at a higher level). Through experience, demonstrated competence, and operational needs, may be promoted to a higher level. Availability and ability to perform duties independently is expected to increase with each level of progression. 

 

PRIMARY QUALIFICATIONS:

 

EDUCATION

HighSchoolDiplomaorG.E.D. equivalent.

EXPERIENCE

Progression job with minimum experience requirements for Level I, and combination of experience and demonstrated competence and abilities for Levels II. It will assume the employee to start at Level I (unless justified and qualified to start at a higher level). Up to one (0-1) year of oceanfishingexperienceinHawai‘i.

KNOWLEDGE

Sufficient knowledge of Hawaiian fishing methods and gear types. Sufficient knowledge of Hawaiian fish species and ability to identify them using common English, Hawaiian, or local names. Knowledge of basic math and the metric system.

ABILITIES & SKILLS

Ability to quantitatively measure fish weights and lengths in the correct formats. Basic computer skills, including email communication and familiarity with Microsoft Word and Excel. Ability to collect and maintain data records.Must be able to communicate effectively with fishers to obtain required data. Ability to learn data entry skills. Ability to effectively conduct work remotely (e.g., telework) as applicable. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Condition: Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months. 

PHYSICAL/MEDICAL DEMANDS

Ability to access fishers which may involve walking and climbing along rocky coastal areas and exposure to changing weather conditions (e.g., sun, wind, rain, and temperatures ranging between 60-90 degrees Fahrenheit).

POLICY/REGULATORY REQUIREMENT

SECONDARY QUALIFICATIONS:    

 

College-level coursework from an accredited college or university in Biology or Fisheries.Extensive knowledge of a wide variety of different local fishing methods and gear types as well as seasonal fisheries and fish species. Actively participates in local shoreline or boat-based fishing activities.
