ARL SENIOR FISCAL ADMINISTRATOR – ID# 224754.

Regular, Full-Time, RCUH Non-Civil Service position with the Applied Research Laboratory (ARL), located at the ARL Administrative Office, in Honolulu, Hawai‘i. Telework (from employee’s residence city and state within the United States) may be permissible subject to review and approval by Principal Investigator and RCUH. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

 

MONTHLY SALARY RANGE:  $12,000 - $14,000/Mon. 

 

DUTIES:  Responsible for the financial management requirements for the ARL extramurally financed programs and activities. Responsible for controlling ARL programs’ expenditures within the sponsor's funding authorization in accordance with sponsor's requirements, RCUH and University of Hawai‘i (UH) policies and procedures. Establishes, reviews and maintains financial internal controls and processes. Reconciles transactions and accounts on a regular basis. Plans, coordinates, compiles, administers, and monitors accounts to ensure compliance within the budgets for purchasing and financial transactions. Prepares reports as required for federal and state agencies. Recommends improvements in business management methods and procedures. Maintains accurate digital archives of fiscal transactions and documents. Streamlines financial operations and research opportunities. Provides guidance and assistance to the Director, Core Competency (CC) Directors, Principal Investigators (PIs) and staff with respect to administrative and financial matters. Provides leadership in the formulation and execution of ARL administrative policies and procedures, ensuring conformance with applicable departmental, and federal laws, rules and regulations. Prepares, submits, and monitors contracts; coordinates with Federal and State agencies, following UH and RCUH policies to ensure contractual requirements are met and prepares financial reports. Reviews tasks descriptions and budgets, and ensures that supporting financial information is collected and filed. Analyzes and develops task orders and proposals in compliance with sponsor and ARL proposal instructions. Coordinates proposal review, approval, and submission through ARL and UH processes. Monitors allotments, expenditures and project periods to ensure that deficits and past due conditions are prevented or corrected. Submits contract modifications to awarding agencies. Responsible for Post-Award changes and other programmatic/budget revisions. Administers procurement functions and activities. Reviews and approves purchase requisitions, including payment documents, all purchase orders (POs), PO changes, and subcontracts. Ensures that expenditures are accurate, reviewing the correct budgetary code, price verification, and budgetary constraints. Oversees the management of the government property and assets to ensure compliance with contractual requirements, UH,  RCUH, and federal regulations. 

 

PRIMARY QUALIFICATIONS:

 

EDUCATION

Master’s Degree from an accredited college or university in Business Administration, Finance, Accounting, Management, or related field. (Bachelor’s Degree from an accredited college or university and at least three (3) years of related experience related to the position may substitute for a Master’s Degree.).

EXPERIENCE

Seven to nine (7-9) years of experience of progressively responsible professional work experience, with responsibilities in financial accounting and fiscal/procurement; federal procurement; federal contracts and grants management; or equivalent education/training or experience. Experience includes at least two (2) years managing personnel.

KNOWLEDGE

Proficient knowledge of principles, practices and techniques in the area of financial or government accounting and purchasing/contracting management. This includes: CFR Part 200 – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, Federal Acquisition Regulations (FAR), etc. Knowledge and understanding of applicable federal and state laws, rules, regulations, and theories and systems associated with procurement and contracting; public auditing policies; fund accounting principles, methods and applications; and contracting process associated with local, state, federal and other regulations. Proficient knowledge of spreadsheet software, Excel, to quantify and illustrate complex financial reports, comparisons, impacts, or projections.

ABILITIES & SKILLS

Must be a U.S. Citizen, a requirement of the Government security investigation to meet eligibility requirements for access to classified information. Possess superior planning and organizational skills to formulate and execute administrative policies. Ability to analyze projections and expenditures for compliance. Ability to listen and speak clearly on all communications devices. Ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Excellent attention to detail, problem solving and time management skills. Ability to manage work priorities and projects. Ability to use Excel spreadsheet to quantify and illustrate complex financial reports, comparisons, impacts, and projections. Ability to motivate and engage direct reports through effective communication and leadership. Ability to effectively conduct work remotely (e.g., telework) as applicable. Post Offer/Employment Condition:Must be able to obtain and maintain a security clearance based on a tier-3 background investigation to access classified information. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.

PHYSICAL/MEDICAL DEMANDS

Ability to lift and carry up to thirty (30) pounds unassisted from ground level while in a standing position. Ability to perform repetitive keyboard entry for twenty to forty (20-40) hours per week.

SECONDARY QUALIFICATIONS:    

 

Knowledge of UH and RCUH policies and procedures. Familiarity with SuperQUOTE or other e-quote information systems. Knowledge of DoD contracts, grants, and classified systems security practices and procedures.
